Main project results that will have impact on target groups and reaching project objectives are the following:

  • State of play – the assessment of participation and cooperation among the CSOs at local level in the existing mechanisms for participative decision making will give overview of the weaknesses/strong points in the established processes such the existing mechanisms for participative decision making at local level: Local Economic and Social Councils – LESCs and the stakeholders (municipalities, CSOs, social partners) involved or still unfamiliar with these initiatives at local level especially the CSOs and groups from the rural areas representing the interests of the small farmers, or agricultural workers, agriculture products producers, other CSOs aiming to influence the social and economic development in rural areas. The state of play will assess the level of cooperation between the various CSOs stakeholders, their skills for articulating particular interests within the LESC process and give conclusions and recommendations for improvements in order to effectively influence existing legislation and initiatives for harmonization with the acquis and to produce positive impact on the sustainable local, economic and social development.

  • 5 Regional trainings for CSOs representatives, social partners’ representatives and municipal staff in charge of the LESCs, with the aim to enhance their skills in running the LESC process in result driven manner having as an effect the:

    • Increased awareness of the respective roles and responsibilities of each constitutive partner of the local social and economic dialogue, thus facilitating the establishment and maintenance of balance between sectors for the benefit of the community;

    • Created network and cooperation as well as increased knowledge for building local “coalitions” with joint approach through joint statements, joint papers etc. to propose and stand for solutions that will take care of the interest of the citizens, the workers and the private sector as well as the prosperity of the local community;

    • Increased motivation for mutual cooperation among the LESC stakeholders

    • Acquired skills for transparent lobbying, stakeholders make use of inter-sectoral self help in order to minimize influence of other interest for example  interest of particular groups to use community resources for personal welfare and maximize the benefit for the interest of the citizens.

  • Developed Project web based platform for facilitation of CSOs lobbying. As integral part of the trainings CSOs will be introduced to use the platform in order to amplify CSOs advocacy efforts at local level, engaging online experiences to better tie supporters to the initiators’ mission, shaping up email communication strategies, social networking tools, and online grassroots advocacy tactics.

  • 4 workshops for developing Common strategy for lobbying and involvement of rural CSOs in LESC. The workshops will be designed so as to gather relevant local stakeholders from the civil sector in the Municipalities with established LESC with special attention to the actors that contribute to the growth of the rural areas, in order to make liaison with the social partners, i.e. the project co-applicant agriculture trade union, to lobby for better representation in LESC, thus foster participation in this consultative body at local level and influence local initiatives for rural development. Special emphasis will be put on initiatives that are linked to acquis adoption as well as implementation of legislation so as to enhance the rule of law.

  • Publication "Guide to strategic lobbying management for CSOs with impact on the local social and economic development". The guide will be based on the conclusions and recommendations indicated in the Analysis of the State of play of the LESC process with special emphasis on building up networks and mutual cooperation among CSOs and social partners to influence adoption of EU acquis and particularly its implementation; as well as building up strategies for CSOs sustainability through enhanced lobbying at local level.

  • National conference for valorisation of project achievements. The social and economic dialogue is gain of the democratisation process in the country. However besides some positive developments it needs improvements especially in enhanced CSOs involvement starting from local to national level. The National conference related to this proposed action will serve to inform the wide public and especially the government bodies and Ministries, namely the Ministry of Labour and Social Policy of project products and results, analysis and recommendation arising from it that can be taken into account in future identification of priorities in the area of development of the social dialogue.
