Impact

For the Municipalities as well as public authorities at local level, i.e. various inspectorates, Regional development bodies, National employers’ organizations, business associations and trade unions, Government institutions project results will have following specific impact:

  • Awareness over the weaknesses of the currently established LESC in the respective Municipalities and recommendations for improvement

  • Knowledge tools for conducting transparent LESC for the responsible municipal staff in order to maximise the benefits of having LESC in its own Municipality

  • Enhanced implementation of the law at local level through information sharing among the social partners, CSOs, business representatives and local public authorities, such for example the  concluded and legally binding collective agreements in the private sector, as well as other regulations stipulated in the national laws and the incorporated acquis.

The Civil society, the citizens, the media will become more aware, will get enhanced insight and greater involvement in the democratically motivated process at local level and will be able to use advocacy as tool to promote initiatives that have social and economic impact on the community through the established LESCs. The civil society representatives’ from the rural areas will have the opportunity to build closer relations with the trade unions and LESC representatives, thus principle of CSOs inclusiveness in the LESC will be promoted.

The action will furthermore enhance the technical capacities and will give qualitative step further in cooperation with the Municipalities, LESCs and the public authorities of the co-applicants, especially the Agrosindikat, the national umbrella branch union for the employees of the agriculture, tobacco and food processing industries by:

  • Creating network and cooperation with the representatives of various civic organisations and groups operating at local level having in their scope of interventions the improvement of social and economic situation that can lead to further development of the rural areas

  • Upgrading negotiation skills and building coalitions with joint agenda in proposing new initiatives for rural and regional development

  • Increased institutional sustainability of both Agrosindikat and the CSOs trough improving the quality of their involvement in the processes for joint decision making at local level, and creating opportunities for financial sustainability through targeted lobbying and cooperation with local authorities on commonly defined priorities with impact on the social and economic development.
